Registering a Personal Seal/Hanko

Who can apply

Those who are 15 years or older and have a registered address in Minamisoma.

(NOTE) Those who cannot indicate intent due to an illness cannot apply for a seal registration certificate.

Personal seals/hanko that cannot be registered

  • Those whose personal seal/hanko does not match the name, surname, maiden name, etc., as written on their Basic Resident Register. 
  • A seal that represents matters other than the name, former name, common name, etc., such as occupation, qualification, and patterns.
  • Rubber seals, broken seals, seals which can easily be defaced, be modified, or deteriorate cannot be registered. (This includes seals that have ink pads built inside of them.)
  • A stamp with an imprint size that fits in a square with a side length of 8 mm.
  • A stamp with an imprint size that does not fit in a square with a side length of 25 mm.
  • A seal with an unclear impression due to being broken or worn down.
  • Seals with similar imprints in the same household.

When to bring the necessary application items and issuance period for your seal registration certificate

The time to bring your seal registration application and the issuance period for your seal registration certificate will vary depending on the person who completes the application procedure at the counter and the method of verifying your identity.

When the registrant comes and has an official identity verification document containing a photo of their face

Necessary Items
  • The personal seal/hanko you’d like to register
  • An identification verification document from category one.
Issuance period of seal registration certificate

The certificate can be issued on the same day.

When the registrant and their guarantor come to apply

(NOTE) The guarantor is limited to those who have a registered seal in Minamisoma.

Necessary Items
  • The personal seal/hanko you’d like to register
  • The registered seal/hanko of the guarantor and their registration certificate
Issuance period of seal registration certificate

The certificate can be issued on the same day.

When the registrant comes and does not correspond to the above two situations

Necessary Items
  • The personal seal/hanko you’d like to register
  • 2 identification verification documents from category two.
    OR one identification verification document from category two and one from category three.  
Issuance period of seal registration certificate

Since the documents will need to be confirmed, the certificate cannot be issued on the same day.

When a third party comes on the registrant’s behalf

Necessary Items
  • The personal seal/hanko the applicant would like to have registered
  • The personal seal/hanko of the third party
  • Identity verification documents for the third party
  • Notification of Appointment (Dairinin Sennin Todoke/代理人選任届) for third party handwritten and stamped by the registrant

(NOTE) It is necessary to prepare the Notification of Appointment in advance. The form is handed over that the time of application. We will explain points to note when applying via third party, so please come to the counter.

Issuance period of the seal registration certificate

Since the documents will need to be confirmed, the certificate cannot be issued on the same day.

When you lose your personal seal/hanko or want to delete a registration

Situations when you must complete these procedures

All of the following.

  • When you lose your personal seal/hanko
  • When your personal seal/hanko is damaged
  • When you want to change your registered seal/hanko
  • When you lose your seal registration certificate
  • When you want to delete your seal/hanko registration

Who can Apply

One of the following

  • The owner of the registered seal/hanko
  • A third party

Necessary Items

All of the following.

  • An identity verification document of the person who comes to the counter
  • A copy of the seal impression of the person who comes to the counter
    (NOTE) If the person who is completing the procedure self-signs the notification or application form, the seal can be omitted.
  • The issued seal registration certificate
  • In case of a third party applicant, a Notification of Appointment (Dairinin Sennin Todoke/代理人選任届) for third party handwritten and stamped by the registrant.

(NOTE) Situations where procedures aren’t necessary

  • When you move into Minamisoma
    Depending on your Notification of Transfer, your address should automatically be updated.
  • When you move outside of Minamisoma.
    The seal registration will be automatically deleted the day before the transfer date when you report your intent to move out.
    Please return your seal registration certificate to the counter.
  • When the registered seal and name do not match due to a change in name or surname
    (Example) One was registered with the seal of "Sato", but their name changed to "Suzuki".
    The seal registration will be automatically deleted.
    Please return your seal registration certificate to the counter.
  • When the holder of the seal registration certificate passes away
    Depending on the Notification of Death, the seal registration will automatically be deleted.
    Please return the seal registration certificate to the counter.

Deleting a Registration – Free
