Since public transportation is limited, many people choose to drive. Renting a car is a great way to get around for trips, particularly if you are traveling in a group and with a lot of luggage. However, keep in mind that parking may be limited, especially at smaller sites. Also, if you are going to a major city, having a car may become more of a burden than a convenience.
Requirements
Driving age in Japan is 18 years and older, although there may be extra fees for drivers younger than 30 or older than 65. You will need a Japanese driver’s license or an International Driving Permit (IDP), as well as a credit card. Some locations may take cash.
International Driving Permits, etc.
You should get an IDP in your home country before coming to Japan. They can usually be obtained for a small fee at the national automobile association, such as the DMV in the US. The IDP is valid in Japan for up to one year from the date of issue.
Some countries must get an official Japanese translation of their driver’s license instead, which will allow them to drive in Japan for up to one year. You can get a translation from the Japanese Automobile Federation (JAF), or from an embassy or consulate. Please confirm the requirements specific to your country before coming to Japan.

There are car rental stores all around Minamisoma that can be easily found with a quick search online. If you are flying in to Japan, you can find a rental counter in the airport. There are also several websites where you can fill out a car rental form online in English, although you may need to go to a larger city to pick up the car.
Cost of a Car Rental
Note: These numbers will vary greatly between companies and car types.
Rates are generally charged for a 24-hour period, with smaller cars costing 5000yen to 7500 yen per period, and larger cars costing 15,000 yen to 20,000 yen per period. Some locations offer shorter rental periods.
These fees may fluctuate during peak tourism seasons, but will typically include taxes and a mandatory minimum insurance fee. There are also numerous other options such as child seats, additional drivers, and extra insurance.
