Information About the Cyclist Training System
The Cyclist training system started on June 1st, 2015.
Cyclists who are 14 years or older and have been caught more than once within 3 years while doing dangerous acts such as ignoring signals are obliged to take the training course.
When using a bicycle, follow the traffic rules and try to ride safely.
Attendance of Cyclist Training by Order of the Public Safety Commissioner
Course Length: 3 hours
Course Fee: 5,700 yen (standard amount)
In Case of Violation of Attendance Order
Fine of up to 50,000 yen
Dangerous Acts Specified for Cyclist Training
- Ignoring traffic signals
- Riding in passage-prohibited zones
- Slowing down pedestrian traffic on sidewalks
- Traffic violations
- Obstruction of pedestrians when riding on the roadside pedestrian walkway
- Entering a railway crossing unsafely
- Violating traffic rules at intersections, e.g. riding when the light is red
- Obstructing cars that have the right of way at intersections
- Violating traffic rules on roundabouts
- Stopping/parking in designated places where it is not allowed, etc.
- Improperly passing when on the sidewalk
- Badly operating brakes, not using brakes, etc.
- Cycling while drunk
- Violation of safe driving obligations
