Citizen’s Mutual Aid for Traffic Accidents
This is a mutual aid system that provides mutual aid condolence money, etc., with a low premium in the event of a traffic accident.
Eligibility
Those who are registered as residents in Minamisoma (including those who have evacuated to another city)
Membership Fee (Annual Amount)
500 yen per person. (NOTE) 1 person cannot apply for membership for more than one person.
Mutual Aid Period
From April 1st to March 31st of the following year (mutual aid for those that apply in the middle of the year will start the day after applying).
How to Apply
Prepare and fill out the necessary application forms and submit your application at Minamisoma City Hall, Odaka Ward Office, or Kashima Ward Office.

Situations in which Members are Eligible for Payment
When a member dies, is hospitalized, or goes to the hospital due to a traffic accident that occurs in Japan. Please note that overseas traffic accidents are not eligible for payment.
Mutual Aid Condolence Money
The system has been revised starting from 2020. The contents are as follows.
Condolence money will be paid to members who are hospitalized or visit the hospital for 4 or more days as the result of a traffic accident.
As a general rule, condolence money will be paid once within a single fiscal year. However, if you have more than one traffic accident within the same fiscal year, and the condolence money amount is higher than that of the previous traffic accident, you will be paid the difference by reapplying.

The length of hospitalization is the actual number of treatment days.
- The billing period for the condolence money is two years from the day of the traffic accident. In addition, the treatment period, which is the basis for calculating condolence money, is within one year from the date of the accident.
- In the case of a traffic accident caused by a member's intentional or gross negligence (drinking, unlicensed driving, speed violation, etc.), or an accident caused by a natural disaster or other disaster, you will not be able to receive condolence money.
Requesting Mutual Aid Condolence Money
If a member should have a traffic accident during the mutual aid period, please submit the following documents to Minamisoma City Hall, Odaka Ward Office, or Kashima Ward Office.

Traffic Accident Certificate (交通事故証明書/Kotsu-Jiko Shomei-sho)
This certificate is issued at the Japan Safe Driving Center Fukushima Prefecture Office (024-591-4111). However, you need to report the traffic accident to the police station.
Medical Certificate (診断書/Shindan-sho) (ORIGINAL COPY)
A document specifying the number of days of inpatient treatment/number of days of outpatient treatment.
- Medical certificates exclusively for citizen’s mutual aid for traffic accidents are available at Minamisoma City Hall, Odaka Ward Office, or Kashima Ward Office.
- The medical certificate preparation fee will be borne by the applicant.
- For the medical certificate preparation fee, please contact the medical institution that is being requested to prepare the medical certificate.
Member ID (会員証/Kaiin-sho)
Personal Seal/Hanko (印鑑/Inkan)
Bank Passbook (通帳/Tsuchou) (of the account the condolence money will be transferred into)
The condolence money will be transferred to the bank account in the name of the invoice.
If you are a minor, the transfer will be made to the parental account.
