Abuse against persons with disabilities is often from family members, staff of welfare facilities for persons with disabilities, managers of the workplace, and so on. Examples of abuse can be the damaging of the mental or physical well-being of a person with a disability, or disposing of property without consent, and so on. From October 1st, 2012, in order to prevent the rights and dignities of people with disabilities from being threatened by abuse, the “Act on Prevention of Abuse of Persons with Disabilities, Support for Caregivers of Persons with Disabilities, etc. Law” was enacted. This also stipulates the obligation to report those who notice abuse happening.

Types of Abuse ・ Signs of Abuse

The different types of abuse of people with disabilities are as follows. In addition, let’s not miss signs of abuse.

Physical Abuse
  • Inflicting assault on the body that causes injury or pain
  • Being struck for no good reason

(Specific examples: kicking, hitting, locking one in a room (confinement), etc.)

(Signs: scratches and bruises on the body, being fearful a lot, easily startled, etc.)

Sexual Abuse
  • Forcing someone or pretending they consented to perform obscene acts

(Specific examples: sexual violence, obscene stories, showing videos, etc.)

(Signs: bleeding from the anus and genitals, becoming obscene, etc.)

Psychological Abuse
  • Insulting or rejecting words or attitudes to cause emotional distress

(Specific example: yelling, intentionally ignoring, etc.)

(Signs: Self-harm, aggressive attitude, anxiety symptoms, etc.)

Abandonment/Neglect
  • Not receiving food. Hygiene such as bathing and washing is neglected, debilitating the mind and body

(Specific example: neglecting to give food, not receiving necessary treatment/care, etc.)

(Signs: Strange odors from the body, always wearing the same clothes, etc.)

Financial Abuse
  • Disposing of property or taking money without the consent of the person, refusing to give or use the money necessary for daily life

(Specific examples: refusing to give pensions or wages, using deposits and savings without permission, etc.)

(Signs: doesn’t spend money, can't pay living expenses, etc.)

 

It is important to keep an eye out for signs of abuse!

The cause of abuse is a combination of various factors such as a lack of understanding regarding disabilities, fatigue from providing long-term care, and troubles in relationships. Even if there is abuse, it is possible that the person is not aware that they are being abused, or that the caregiver or support is unaware of causing abuse, doing such in the name of discipline or guidance.

An important counter measure against abuse of persons with disabilities is “early detection.”

It may also be due to the characteristics of the disability or other factors, but in some cases it is not abuse based on these factors. However, don’t miss the smaller signs of abuse of people with disabilities and contact us if you have any questions or concerns.
