Where to Submit Your Notification

(Note) Notifications related to address changes cannot be accepted during extended hours. Please complete the procedure from 8:30am to 5:15pm on weekdays.

Special Notification of Moving In Using a My Number Card or Basic Resident Register Card

Japanese Title: 特例転入届 (tokurei tenyu todoke)

If you have an Individual Number Card (My Number Card) or Basic Resident Register Card and have submitted a Special Notification of Moving Out at your previous address, you can use your card to submit a Special Notification of Moving In.

If you move out as a special case, you will not be issued a Certificate of Moving Out (転出証明書/tenshutsu shomei-sho). Please be sure to bring your card with you when you move in.

Notifier

The person moving, or a member of the same household currently in Minamisoma
(Note) If applying via a third party, paperwork for Power of Attorney is required.

Notification Period

Within 14 days from the date you started living at your new address and within 30 days from the date of transfer (scheduled move-out date) you wrote on your Notification of Moving Out.
(Note) You cannot submit a notification of moving in based on future plans to move. In addition, please note that if the above period has passed, you may need to reissue your Certificate of Moving Out at your previous address.
If you complete the transfer procedure within the above notification period, you can continue to use the card at your new address. Please confirm that you will be required to enter your PIN when you continue to use the service. However, if any of the following applies, the card will expire and you will not be able to continue using it. If you would like to apply for reissuance, please submit an application.

  • If you file a Notification of Moving In more than 14 days after you started living at your new address
  • If you file a Notification of Moving In more than 30 days after the transfer date (scheduled move-out date) you wrote on your Notification of Moving Out
  • If 90 days have passed without renewing the card after submitting the Notification of Moving In
  • If there is no space in the additional space on the card and the new address cannot be entered

What to Bring

  • Resident Transfer Notification (住民異動届, jumin ido todoke)
    You can receive this at the reception counters or at any of the form tables at city hall. Please fill in the necessary information.
  • My Number Cards or Basic Resident Register Cards
    (Note) You must present the cards of all household members that are moving.
  • ID of the notifier (e.g. passport, Japanese driver's license)
  • Residence Card or Special Permanent Resident Certificate
    (Note) Required for all foreign nationals moving in.
  • (Note) If applying via a third party, paperwork for Power of Attorney is required.

(Note) You may need to provide separate documents (工事完了引渡証明書/koji-kanryo hikiwatashi shomeisho or 検査済証/kensa-zumisho) if you are moving into a newly constructed building which city hall cannot confirm.

Special Notification of Moving Out Using a My Number Card or Basic Resident Register Card

If you and the members of your household that are moving have an Individual Number Card (My Number Card) or Basic Resident Register Card, you can use the card to submit a Special Notification of Moving Out.

If you move out as a special case, you will not be issued a Certificate of Moving Out (転出証明書/tenshutsu shomeisho). Please be sure to bring your card with you when you move in.

(Note) If applying via a third party, paperwork for Power of Attorney is required.

Notification Period

Within 14 days prior to your scheduled move-out day
(Note) If you already moved to a new address and it has been 14 days since you moved out, you will not be able to submit a Special Notification of Moving Out. You will be required to fill out a normal Notification of Moving Out.
