- When a caregiver drives a person with a disability certificated Level 1 or a holder of a A-Level Rehabilitation Certificate… 50% off
(NOTE) Holders of a Level 2 Physical Disability Certificate will be discounted only when it is the holder who is driving.
People with a disability or their family member in the same household that can prove they only own one car.
Cars owned by full-time caregivers → (cars other than the person with a disability or their family) are also eligible.
(You can receive the proof for your car registration number on the certificate at the welfare office and show the certificate when paying the fee.)
Necessary Documents Needed to Register
Discount application form, disability certificate, driver’s license (in the case of the disabled person driving), car verification documents (if you purchase a car in installments or lease it, bring the contract).
If You Use the ETC Discount:
Please bring the ETC card (in the name of the person with a disability) and an in-vehicle device management number (such as an ETC setup application form).
Reduction of Automobile Tax and Acquisition Tax
Only one vehicle owned by the person with a disability will be exempted from the acquisition tax and vehicle tax depending on the type of disability and the degree of disability.
(Children under the age of 18 and those with intellectual and mental disabilities are also eligible for the discount for automobiles owned by their family.)
Reduction of NHK Reception Fees
(Submit proof of the welfare office to NHK.)
Full Exemption
- Recipients of public assistance (when receiving the assistance stipulated in the Welfare Act).
- When all household members are tax exempt in a household with a holder of a Physical Disability Certificate, a Rehabilitation Certificate, or a Mental Illness Certificate.
Half-Price Exemption
If one of the following applies to the household head.
- A person with a Physical Disability Certificate for the visually and hearing impaired.
- Severely Physical Disability Certificate holder (Level 1 or 2).
- Those who are judged to have severe intellectual disabilities.
- Holders of a Severe Mental Illness Certificate.
